Multi-Actor Platform (MAP) Climate and Disaster Risk Financing and Insurance (CDRFI)

Multi-Actor-Partnerships (MAPs) on Climate and Disaster Risk Finance and Insurance (CDRFI) aim to strengthen the technical understanding of CDRFI solutions and to spur an effective collaboration between civil society organizations, governments, and private sector stakeholders at the national and international level. Through a BMZ-funded projected (2019-2022), MAPs have been initiated and partially established in the Caribbean, Lao PDR, Malawi, Madagascar, the Philippines, Senegal and Sri Lanka through local project partners with support from CARE Germany, MCII and Germanwatch.

Objectives: The structures, coordination and networking of MAP cooperating partners to promote poverty-focused, gender-responsive and human rights-based CDRFIs have been strengthened with a focus on the two sub-national districts of Bagerhat and Sathkhira.

Under this project, a sub-national multi-actor platform (MAP) will be formed with civil society organisations, academics/think tanks, I/NGOs, research organisations and journalists. Long-term capacity building initiatives will help them advocate with policy actors for the promotion of CDRFI in Bangladesh. They will also act as stakeholders at sub-national and national levels to initiate poverty-focused gender-responsive and human rights-based CDRFI mechanisms for the southwestern
coastal regions of Bangladesh. Their actions and voices will help narrow the gap between service providers and beneficiaries at the grassroots level.

Through this project, the vulnerable population of the southwestern coastal region of Bangladesh, which is frequently affected by shocks such as cyclones, storm surges, floods, riverbank erosion and stressors such as salinity, drought, excessive rainfall, prolonged waterlogging and low rainfall, will realise the importance of risk financing and assert their demands for CDRFI instruments.

The sub-national and national level dialogues and advocacy activities including policy briefs, position papers and awareness raising initiatives will help to mainstream CDRFI in national climate action plans such as NAP, NDC, BCCSAP, Mujib Climate Prosperity Plan etc. It will also help to raise awareness and support for a comprehensive CDRFI mechanism in Bangladesh by the Government of Bangladesh and international governments, donors, the United Nations, financial institutions and private sector actors.
